The most important free Filter that I can tell anyone to get their hands on is called Mehdi Filters and they all are an absolute must to have. Realistically when it comes to free high quality graphics creation programs there is only one that is worthy of mention, and it was created for Linux based systems initially but has been ported rather well to the windows based platform. The name of this program is The GIMP and it works very well considering it is free but it will take you a little bit of time to master. Give The GIMP a try by Clicking Here! A mental note for those that are extremely impatient when trying to learn new software ... You probably should even try designing graphics at all because it takes time and a willingness to learn, regaurdless of what software you use.
